Eligibility Criteria

Residential Criteria

Must be a permanent resident of Assam
Must be currently residing in Assam

Community Criteria

Only for Linguistic Minority Communities
Not Eligible: Muslim, Christian, Sikh, Buddhist, Jain, Parsi

Usage Conditions

Applicant must be able to drive the vehicle
Vehicle cannot be rented, leased, or transferred
Selling within 3 years leads to legal action

Income Criteria

Household income below ₹3 lakh per annum
No income certificate needed during online application
If selected, must show:
- BPL Card OR
- Income Certificate from Circle Officer/Mouzadar

Selection Process

Applications will be scrutinized by ALMDB
Selection is district-wise based on linguistic minority population
Final list prepared through official DRAW (lottery)

Categories Not Eligible

Elected Members of Panchayat / ULB
All Govt employees (serving/retired)
PSEs / Autonomous institutions employees
Registered Contractors, Doctors, Engineers, Lawyers, CAs
Income Tax payers
Farmer families with over 15 bigha land
Households owning tractor, 4-wheeler, mechanized boat

Mandatory Self-Declaration

Applicants must upload a signed declaration confirming they do not belong to any of the excluded categories mentioned above.
